State Health Services Council

The State Health Services Council studies and makes recommendations to the executive commissioner of the Health and Human Services Commission and the commissioner of the Department of State Health Services (DSHS) regarding the management and operation of DSHS, including policies and rules governing the delivery of services to persons who are served by DSHS and the rights and duties of persons who are served or regulated by DSHS.

The Council takes a lead role in ensuring public review of agency rules and in providing a venue for stakeholder input and feedback. The Council conducts regular meetings open to the public at which the members hear from DSHS staff and stakeholders and make recommendations regarding publication of rules in the Texas Register for public comment.
