Council on Sex Offender Treatment Civil Commitment of the Sexually Violent Predator - Conclusion

Texas is the first state to implement and successfully treat and supervise sexually violent predators while maintaining the highest level of public safety at a relatively low cost to the State. The assumption that the sexually violent predator cannot be treated in the community has not shown any validity. Since the inception of the Texas program, none of the sexually violent predators released in Texas communities have been charged or convicted of a new sexually violent offense.
