Statewide Assessment of Existing Programs for the Prevention and Treatment of Diabetes
Chapter 103, Texas Health and Safety Code, requires the Texas Diabetes Council (TDC), in conjunction with developing each state plan to prevent and control diabetes, to conduct a statewide assessment of existing programs for the prevention and treatment of individuals with diabetes that are administered by the Health and Human Services Commission or a health and human services agency, as defined by §531.001, Government Code. The Executive Summary, entitled Diabetes in Texas - A Call to Action, is the TDC’s strategic plan for state fiscal years 2016-17.

Description: A biennial report, to be submitted no later than December 1 of each even-numbered year, concerning the effectiveness and number of public health districts participating in the statewide voluntary diabetes mellitus registry.

Description: A report to identify the impact of gestational diabetes on the Medicaid population, including an analysis of cost implications, the number of pregnant women screened and diagnosed, and patient outcome measures. In consultation with the Texas Diabetes Council, the published report recommends strategies to reduce the impact of the condition and to improve outcomes for this population.

Description: A report giving an estimate of the annual direct and indirect costs to both the public and private sectors of preventing diabetes and treating individuals with diabetes in Texas.
» Diabetes Self-Management Education Pilot Report – October 2012 (PDF 371 kb)
Description: A two-year Medicaid demonstration project started on March 1, 2011. Eligible clients received Diabetes Self-Management Education for a minimum ten hours in Year 1 with a minimum three hours of medical nutrition therapy, followed by a minimum two hours of diabetes education and two hours of medical nutrition therapy in Year 2. The purpose of the pilot was to measure the progress of program participants enrolled using specific health outcomes for diabetes disease management. Because of statewide transition to Medicaid managed care, the pilot ended after Year 1 on February 29, 2012.

A community lifestyle intervention pilot program improves health status of sixth graders at risk for diabetes.
Description: HB 3735 (80R) authorized the Department of State Health Services and the Texas Diabetes Council to create a diabetes pilot program at Memorial Health System of East Texas that would provide a comprehensive approach to promoting the prevention and treatment of diabetes and acanthosis nigricans. Memorial Health System could solicit, accept, and administer gifts and grants for the purpose of the pilot, but could not use state funds to administer the pilot. Memorial Health System was required to submit this report describing the effectiveness of the pilot program and recommendations for continuation of the program to the Texas Diabetes Council by October 1, 2008. This pilot program will expire September 1, 2009.

Description: The 77th Texas Legislature in 2001 mandated the creation of a Texas Pediatric Diabetes Research Advisory Committee to develop a plan to research pediatric diabetes and medical conditions associated with diabetes within the state. The report from the Texas Pediatric Diabetes Research Advisory Committee to the Governor, Lieutenant Governor, and Speaker of the House of Representatives recommends that diabetes in children be a reportable disease and that the state create a Texas Pediatric Diabetes Research Resource.
