The Office of Emergency Medical Services Trauma
System Coordination is responsible for managing Local Projects Grant (LPG)
funding. The purpose of LPG funds is to support and improve the development of
the Texas Emergency Health Care System and increase the availability and
quality of emergency pre-hospital health care.

Who is eligible for funding?
Eligible organizations include department licensed EMS providers, department registered first responder organizations, Regional EMS/Trauma Advisory Councils (RACs), approved EMS education organizations, and pre-hospital injury prevention organizations.
When is the LPG application open?
The LPG application is open once per year, for at least a six-week
period. When open, the information is posted to the
Electronic State Business Daily (ESBD) web site.
What types of projects are funded through LPGs?
EMS personnel certification training, specialty training related to
pre-hospital health care management, communication equipment, patient care
equipment and non-disposable supplies, injury-prevention projects, continuing
education programs and the purchase of an ambulance. We also fund accreditation
fees paid to CoAEMSP and CAAHEP by department-approved paramedic education
programs seeking initial CoAEMSP accreditation.
We need cardiac monitors and radios. Do we need to create two separate applications or only one?
Only one application
is needed. In fact, the terms of the
Local Project Grant (LPG) prohibit most applicants from submitting more than
one proposal. Refer to the application,
once released, for exceptions to this rule.
If EMS certifications are eligible expenses, may we also use LPG funding to send personnel to paramedic school?
We will consider funding tuition fee reimbursement for paramedic education. The student must begin and end the course within the contract dates.
Can the state reimburse the RAC before producing a cancelled check?
No, this is strictly a reimbursement grant.
How are “non-disposable supplies” defined?
Non-disposable supplies are supplies not designed to be thrown away. For example, suction machines are an eligible supply item, but we would not consider funding the disposable canisters for suction machines.
I understand buildings aren’t covered by LPG funding, but what about furniture or audio visual items?
The grant does not cover indirect costs. Indirect Costs are costs incurred for a common or joint purpose benefiting more than one project or cost objective of respondent’s organization and not readily identified with a particular project or cost objective. Typical examples of indirect costs may include general administration and general expenses such as salaries and expenses of executive officers, personnel administration and accounting; depreciation or use allowances on buildings and equipment; and costs of operating and maintaining facilities.
Are cardiac monitors and other patient care equipment subject to the 50% matching criteria?
Generally, equipment costing more than $1,000
requires at least a 50% match. The application will
include a list of supplies and equipment with reimbursement limits. For
example, a cardiac monitor/defibrillator is an eligible equipment item, but the
application limits our reimbursement to $12,500 or half of the cost, whichever is less.
