Effective April 16th, the age of eligibility for the Hemophilia Assistance Program has been lowered from 21 to 18.

ICD-10 codes are effective 10/1/2015.

Benefit Summary

The Hemophilia Assistance Program (HAP) helps people with hemophilia pay for blood factor products. The rates are listed in Covered Products, Allowable Fees, Limitations and Requirements for FY 2017.

Eligibility Summary

The program is available to anyone who

  1. lives in Texas
  2. is 18 years of age or older
  3. has an income level at or below 200% of the federal poverty guidelines
  4. has a diagnosis of hemophilia from a licensed physician

You may apply to HAP year-round. Applications for the Hemophilia Assistance Program are available in English and Spanish.

Note:  Current clients must renew their applications before August 31 each year.

Specialty Health Care Services

The Hemophilia Assistance Program is part of the Specialty Health Care Services (SHCS) at the Texas Health and Human Services Commission. SHCS purchases services through its benefit programs for clients. Other programs in SHCS include: Children with Special Health Care Needs (CSHCN) Services Program, Kidney Health Care, Navigate Life Texas, and Title V Fee for Service Program Prenatal and Dental and Child Health and Dental.
