Special Waste from Health Care-Related Facilities (SWFHCRF)
Two State agencies: the Department of State Health Services (DSHS) and the Texas Commission on Environmental Quality (TCEQ) address SWFHCRF also known as Regulated Medical Waste.
The purpose of the DSHS sections is to provide a definition of the term SWFHCRF, approve methods for the treatment and disposition of the waste, identify the entities that are subject to the provisions of these sections, and provide for the orderly application of the sections to covered entities. See http://texreg.sos.state.tx.us/public/readtac$ext.ViewTAC?tac_view=5&ti=25&pt=1&ch=1&sch=K&rl=Y for the DSHS section of the medical waste rules.
The purpose of the TCEQ portion of the rules is to establish procedures and requirements for the handling, transportation, and disposal of medical waste as defined in §330.3 of this title (relating to Definitions) that the Board of Health has determined requires special handling to protect human health or the environment. See: http://texreg.sos.state.tx.us/public/readtac$ext.ViewTAC?tac_view=5&ti=30&pt=1&ch=330&sch=Y&rl=Y for more information.
Also, on December 9, 2015, the TCEQ commissioners approved the Medical Waste rule proposal. The rule will be filed with the Texas Register and is available for public comment from December 25, 2015 until February 8, 2016. A public hearing is scheduled will be held in Austin on January 25, 2016 at the TCEQ Headquarters located at 12100 Park 35 Circle, Building E, Room 201S.
