Local Planning and Network Development Information for LMHAs/LBHAs

Guidelines for the Local Provider Network Development Plan

The FY 2018 Local Planning and Network Development (LPND) Cycle begins on December 1, 2017. Please note the following information about the 2018 planning cycle:

  1. Networks developed through this process do not serve individuals who are covered by Medicaid Managed Care.
  2. Local Mental Health Authorities (LMHA) and Local Behavioral Health Authorities (LBHA) must conduct a new assessment of provider availability for 2018.
  3. Contracting with individuals practitioners is not included in the Local Provider Network Development planning process.
  4. Provider organizations can register their interest in contracting with one or more local authorities through the HHSC LPND website or by contacting a local authority directly. HHSC will forward Provider Inquiry forms to the local authorities as they are submitted.
  5. If there are no provider organizations interested in providing a full level of care or specialty services, a local authority is not required to develop a procurement plan.  
  6. The Local Network Development Plan does not restrict an local authority from pursuing other opportunities for contracting with providers as those opportunities arise.
  7. Local authorities are not required to obtain community input before developing the revised plan, but the draft plan must be posted for public comment for at least 30 days. 
  8. The Planning and Network Advisory Committee (PNAC) must be actively involved in the development of the Local Provider Network Development Plan.
  9.  Plans are due on April 30, 2018.

Plan Submission Schedule

Completed plans are due on April 30, 2018.  Plans should be submitted to the DSHS Performance Contracts mailbox at performance.contracts@dshs.state.tx.us.

Plan Review Process

  1. Public Comment. The local authority posts the draft plan for public comment for at least 30 days and gives all stakeholders and interested parties an opportunity to submit comment. 
  2. Response to public comment. The local authority reviews any comments received and documents the organization’s response, including any revisions made to the plan.
  3. Submission. The local authority sends final plan to HHSC no later than April 30, 2018.
  4. Review. HHSC reviews each plan to assess compliance with the rule that governs approval of local provider network development plans. A set of general criteria has been developed to guide the review process.
  5. Approval. HHSC reviews the plan and either approves or disapproves it. If approved, the local authority is notified in writing and instructed to post the approved plan on the local authority’s web page. If disapproved, the plan is returned to the local authority for revision and resubmission.
