The Behavioral Health Services (BHS) Division is committed to providing detailed information on the quality of state funded Mental Health and Substance Use Disorder services to all interested stakeholders. This commitment was advanced through legislation passed in the 83rd Regular Legislative session, Senate Bill 126 (PDF). The resources below provide specific information on how Mental Health and Substance Use Disorder providers are measured by BHS on both the quality and quantity of these services and the outcomes, or benchmarks, state contracted providers are expected to reach and maintain.

Mental Health

BHS contracts with 37 Community Mental Health Centers (also known as Local Mental Health Authorities - LMHAs) to provide mental health services to adults with serious mental illness and children with severe emotional disturbance. This report provides a snapshot of how each Center is meeting the measures that provide an environment for client recovery, including supportive housing and employment. This information is included on both a comprehensive spreadsheet and individual sheets (tabs) that compare how each center is doing on these measures. Adult and child/adolescent data are included.

Substance Use Disorder

BHS contracts with more than 250 providers across the state to provide prevention, intervention, and treatment services. These services are provided in a wide array of settings, from school–based prevention services to outpatient and inpatient treatment services. For each type of service, providers are required to provide evidence of their ability to provide clients with the most effective way leading to recovery.

NorthSTAR

As part of the NorthSTAR program, BHS contracted with ValueOptions, a managed care organization, to subcontract with over 200 organizations to provide a comprehensive mental health and substance use disorder benefit package to eligible residents of Dallas, Ellis, Collin, Hunt, Navarro, Rockwall, and Kaufman counties.
