DSHS Seeking Comments on NorthSTAR Procurement

The Texas Department of State Health Services (DSHS) is soliciting comments on a draft version of a request for proposals to select a behavioral health organization to operate its NorthSTAR program.

NorthSTAR provides mental health and chemical dependency services to about 17,000 clients a month in Collin, Dallas, Ellis, Hunt, Kaufman, Navarro and Rockwall counties.

A final version of the request for proposals is expected to be issued in July.

The department's contract with ValueOptions of Texas, the current NorthSTAR operator, ends August 31, 2005, with an option to renew through March 31, 2006.

DSHS officials said federal guidelines suggest recompeting such contracts every seven years and that the reprocurement is not a reflection on ValueOptions' performance. The contract with ValueOptions was effective in July 1999.
