800.005 Phlebotomy Training for Contractor Staff Responsible for HIV/STD Testing

1.0 Purpose

This policy establishes the Texas Department of State Health Services, TB/HIV/STD Section (Section) Disease Intervention Specialist (DIS) Phlebotomy Training Manual as the instruction manual for contractors to use when training staff to take venous blood samples for laboratory testing.
 

2.0 Background

As part of its overall mission to prevent and treat HIV and/or STDs, the Section may require the use of recognized practices and procedures in serving those who may be affected by such diseases. To promote safety and uniformity in drawing venous blood samples, the Section developed the Disease Intervention Specialist (DIS) Phlebotomy Training Manual. It provides instructions for taking venous blood samples and evaluating staff to determine if they have mastered the basic requirements for performing phlebotomy (drawing blood).

4.0 Adoption of the Standards

With this policy, the Section formally adopts the Disease Intervention Specialist (DIS) Phlebotomy Training Manual as the instrument by which contractor and subcontractor staff are trained and evaluated in taking venous blood samples.
Contractors must ensure that the evaluation section of the manual is completed and maintained on file for each employee who is required to take venous blood samples.
