Licensed Chemical Dependency Counselor Program What's New For the Program

Message to the Public on House Bill (HB) 3145

“House Bill (HB) 3145, relating to the licensing and regulation of chemical dependency counselors in Texas, was enacted by the 82nd Texas Legislature and signed by Governor Rick Perry on June 17, 2011. The bill amends Texas Occupations Code, Chapter 504, which is the law that regulates the practice of chemical dependency counseling in Texas. We have prepared some information explaining the highlights of the bill, which you can download here."

Attention All Applicants: Background Check Process Improvements

The process for obtaining a criminal history for applicants has changed. Effective immediately, fingerprint cards have been phased out. The licensing program has implemented the FAST, or Fingerprint Applicant Services of Texas, process. This involves the electronic scanning of an applicant’s fingerprints, then submitting them electronically to the Texas Department of Public Safety for processing. A background check will be obtained more quickly, thus reducing application processing time. Also, the chance of rejection of a set of fingerprints for lack of quality is significantly reduced. We want to notify you that there are new forms on our website for use in evaluating your counselor interns. These forms were created after hearing feedback about the forms we had used, which had not been updated in some time. The packet includes a more concise and user-friendly evaluation tool, along with a form to use for a review between the intern and their QCC, and a weekly documentation of hours. The evaluation packet is meant to be used to track the intern’s progress over a 13-week quarter, covering a main component of the practice each week.

Read the instructions carefully. Please remember that these forms are for your intern files. Please do not submit these to our office for reporting an intern’s supervised work experience hours. The supervised work experience documentation form has been updated to reflect our new mailing address.

LCDC Program and Offender Education Program transferred from TCADA to DSHS Professional Licensing and Certification Unit

All TCADA programs have been transferred to other state agencies as part of the reorganization of Texas' health and human services agencies mandated by House Bill 2292 (78th Regular Session, 2003).
