2019 Quality Management Tools and Documents

The Quality Management Branch (QMB) is responsible for assuring that contractors funded by the Texas Health and Human Services Commission (HHSc) meet standards and requirements of the department. Staff of the Branch also assist contractors in identifying opportunities and avenues to improve services.

Core Principles of Quality Management

  • Focus on the Client,
  • Focus on systems and processes,
  • Focus on measurement, and
  • Focus on teamwork.

Quality Management involves three major goals which can be visualized in the Quality Management triangle.

Defining Quality

Measuring Quality

Improving Quality

The QMB conducts on-site and desk reviews of the services delivered by contractors and providers to assure that pre-determined standards of care are met. The QMB also works with contractors to improve efficiency and effectiveness.

Quality is of uppermost importance in the delivery of health care services and the QMB strives to assure Texans served by contractors receive quality care.

The Quality Management staff seek to assure that high quality comprehensive services, within the framework of current standards and contracts, are delivered to individuals in a cost effective manner. Services delivered shall promote human dignity, respecting cultural and individual differences, preserving freedom of choice while maintaining individual confidentiality.

To assure open and honest communication between Health and Human Services, our contractors/providers and those who receive health care services. This communication should foster individual thinking and constructive criticism. We believe in being open, ethical, responsive, accountable and dedicated to the public we serve.
