Promoting Interoperability
The Merit-based Incentive Payment System (MIPS) Promoting Interoperability performance category emphasizes the electronic exchange of information using certified electronic health record technology (CEHRT) to improve patient access to their health information; the exchange of information between healthcare providers; and the systemic collection, analysis, and interpretation of healthcare data.
The objective of promoting interoperability is to incentivize data providers to improve clinical outcomes and population health, increase transparency and efficiency in patient encounters, and develop more robust research data on the health system.
DSHS supports the exchange of data between data providers and the TxS2 program, consistent with programs such as the Centers for Medicare and Medicaid Services' Promoting Interoperability (PI) programs.
On May 5, 2016, DSHS declared readiness for syndromic surveillance for data providers, including hospitals with emergency departments, urgent cares, and free-standing emergency centers. Data providers sending syndromic data to the TxS2 program can request a PI attestation letter by emailing syndromic.surveillance@dshs.texas.gov.
The following information is for eligible data providers attesting to CMS for their participation in the MIPS Program in calendar year (CY) 2025.
