Hospital Preparedness Program

The Hospital Preparedness Program (HPP) is a federal initiative funded through a cooperative agreement between the Department of State Health Services (DSHS) and the Administration for Strategic Preparedness and Response (ASPR). DSHS contracts with 8 partners to maintain regional Emergency Medical Task Forces (EMTF) and Healthcare Coalitions (HCCs) to enhance the ability of healthcare entities and Emergency Medical Services (EMS) to respond effectively during emergencies that exceed their normal capacities and capabilities to save lives during disasters. 

HPP fosters collaboration among HCCs, which consist of public and private partners across healthcare, EMS, public health, and emergency management sectors, by promoting strategic planning and resource sharing throughout Texas. Our goal is to enhance readiness and response capabilities while strengthening the overall healthcare infrastructure.
