THMP – Texas Insurance Assistance Program-PLUS (TIAP-PLUS) – Information for Pharmacies

What is TIAP-PLUS?
The Texas HIV Medication Program (THMP) can purchase health insurance for uninsured Texans living with HIV through TIAP-PLUS. TIAP-PLUS helps Texans cover out-of-pocket costs related to their overall care.
My pharmacy is not in the Ramsell network. How can we join?
Once a client is approved for TIAP-PLUS, they will receive their HIV medications from a pharmacy that works with THMP’s Pharmacy Benefits Manager, Ramsell Corporation.
To join the Ramsell network:
- Go to Ramsell Corporation’s Pharmacy Network page.
- Click “Click here to request a contract to join the Pharmacy Network!”
- Fill out the form and click Submit.

How do TIAP-PLUS enrollees pay for their medications?
Enrollees use a TIAP-PLUS retail pharmacy enrolled in the Ramsell network and in-network with their primary insurance to fill all their medications provided by their health insurance's prescription drug plan.
The pharmacy charges the client’s insurance plan first. Then, if the insurance carrier does not cover all charges or returns with a copay, the pharmacy will use the client’s Ramsell Copay Card. The Ramsell card covers the balance and ensures the client is not charged for their medications. TIAP-PLUS pays for all medications, not just HIV medications.
My pharmacy has a loyalty card that gives all clients discounts on their prescriptions during checkout. Can we use this card for TIAP-PLUS clients?
No. Do not use any coupons, vouchers, loyalty cards, or discount cards during checkout for TIAP-PLUS clients. You must only process the transaction with the client’s insurance card and their THMP Ramsell Copay Card.
The Ramsell Copay Card will look like the sample picture below and list the following information:

Every client has a unique identification number, but the Group, Plan, Rx Bin, and Rx PCN remain the same across all Ramsell Copay Cards for TIAP-PLUS.
Please remember: Ramsell makes medication copayments for eligible THMP enrollees. To maintain Ryan White payer of last resort requirements, agencies must coordinate with any existing payers. In this case, THMP is the existing payer.
All prescription medications should be processed through Ramsell-participating pharmacies with ACA insurance and Ramsell benefits. Patient assistance cards, including e-vouchers, may not be used for THMP Ramsell participants. THMP Ramsell coverage includes medications for the treatment of HIV and any other prescriptions covered under the client’s health insurance plan.
How do I know if an insured person is on THMP and the Ramsell network?
When the client fills their prescriptions, they will present their primary insurance card and THMP Ramsell Copay Card. Whatever the primary insurance card does not cover, the Ramsell copay card will pay the balance, including medication copays and medication deductibles.
My pharmacy is not in the Ramsell network. How do I transfer prescriptions to a Ramsell pharmacy?
Have the client contact THMP at 800-255-1090, option 4, option 1. Staff will assist the client with finding a Ramsell-participating pharmacy and transferring their prescriptions.
You may also direct the client to a nearby Ramsell-participating pharmacy by using the Pharmacy Locator tool on their webpage.
What should we do if we find out the client is no longer insured?
Instruct the client to notify their local agency of their insurance loss immediately or contact THMP at 800-255-1090, option 4, option 1. The local agency or THMP can assist the client with their medication needs.
Can we bill TIAP-PLUS clients for our administrative fees?
Administrative fees are processed through Ramsell Corporation.
Do not charge the client.
