Community Health Worker (CHW) Advisory Committee

The Advisory Committee advises the HHSC Executive Commissioner. The standards of the Health and Safety Code, Chapter 48. The standards are specific to training and regulation of promotores(as) or community health workers (CHW). Learn more about the committee’s tasks and purpose here.

The committee will focus on tasks the HHSC Executive Commissioner assigns to them.


Information for Potential Committee Members

Committee membership includes:  

  • Four certified promotores(as) or CHWs,  
  • Two members of the public,  
  • Two professionals who work with CHWs in a community setting, and  
  • A member from the Texas Higher Education Coordinating Board or a higher education faculty member who has: 
  • Teaching experience in community health, public health, or adult education, and  
  • CHW training experience. 

Members must regularly participate in committee meetings. They may also have to participate in subcommittee meetings, projects, and presentations.  

Committee meetings are conducted quarterly in Austin, Texas. Advisory committee meetings may be in-person or virtual via Microsoft Teams. The advisory committee meetings contact will coordinate the calendar based on meeting room and availability.

CHW or public members may be reimbursed for travel to and from meetings if funds are available. Committee members representing higher education, members employed by state agencies, or professionals working with CHWs are responsible for their travel expenses.

Meeting Information for the Public 

Committee meetings are open to the public. There is no cost to attend, and you do not need a reservation. You may also observe the meeting via the meeting webcast

Meetings are coordinated for 10:00 a.m. to 12:30 p.m. Central Time.  

How to Make a Public Comment to the Committee 

The public may comment on topics related to Promotor(a) or CHW Training and Certification. You can give either a written or an oral comment. 

You must complete a public comment form if you want to give an oral comment. The form is available before each upcoming meeting. We will email instructions on how to give an oral comment after you have completed the form. You should register no later than 5:00 p.m. five days before the meeting. 

You can email a written public comment to us, too. Like oral comments, you must send your written public comment no later than 5:00 p.m. five days before the meeting. Email your written comment to us. Please include your name and tell us if you are representing yourself or an organization. We will forward your written comments to the committee contact for consideration. We do not read written comments aloud in the meeting. Comments should not include confidential information or protected health information. 

You may also use the Microsoft Teams Live Event Q&A section of the meeting to ask to give public comment. Your request must include your name, a phone number, and if you’re representing yourself or an organization. Again, do not include confidential or protected information.

Public Comment Limitations 

Please follow these guidelines for your public comment conduct: 

  • You are limited to three minutes for your public comment.  
  • You cannot interject or ask questions of committee members during the rest of the meeting.  

Follow these rules if you have a handout with your public comment: 

Committee contacts will not read handouts aloud in the meeting. We will give your handout to the members of the advisory committee and state contacts.
